control box and cables

I have recently purchased a 1999 25hp Johnson outboard with the cables and control box attached.The control is a single lever.
As I have only had experience with twin lever controls I am struggling with how the single lever operates.I have clicked the lever over to what seems to be "Free drive" but in any position the cables are not moving at the outboard end.
Is there a malfunction in the control box,or do I need to put more force on the lever for it to operate.The control box is hanging free at the moment and not fixed.
Also,as the twin lever box I have on the boat is operating a 1963 18hp Evinrude,would it be possible to use it instead of the single lever control box.
The cables on the Johnson are too short for my boat,so I will need to fit new cables that are longer.
Will the cables still match up?They look the same at the outboard attachments.
