tight steering

I have a 95 rinker with 4.3 mercruiser it has a a rack and pinion steering. i took steering cable off and steering wheel moves free, i go out side and try to move out drive from side to side cant hardly move any thoughts? thanks

Does the boat have power steering? Did you remove the cable from the helm or in back?

yes it has power steering and i removed pin in back, then went and checked steering wheel and it moved free.there is no oil leek in system didn't know what to check next,any ideas would help or what to do next" could it be control valve ?I just took second pin out from CLEVIS ASSEMBLY and out drive moves free from left to right with out any restriction.
