Being such an old model engine, I think EBay will be your best source for the remote control unit. As for the steering setup, that would depend on the type boat you are wanting to setup.
Do you want a helm steering setup with a typical steering wheel, or a stick steering setup? If you are looking for the helm steering wheel, you have to have an idea where the helm is located to get the proper length of the steering cable assembly. And then you need to see if your engine has a tilt tube setup or some other type means to connect any steering system. So there are a lot of questions you need to answer for better ideas from us.
If you can take a few pictures of the boat and the engine and post them here so we can see what you're dealing with and then we can offer better ideas and suggestions. JMHO
