Volvo Penta hard steering at slow speed

Greetings. I have a 2006 Regal 2000 with a 5.0 GXI I/O. I have an issue with hard steering while turning at slow speed (both directions). At speed, it turns fine. I replaced the steering cable after reading that they go bad or develop grooves in the outer sheathing that grabs and releases. I made sure the cable is not hung up anywhere although there are still the two 90 degree bends. Unfortunately, I am still having the issue. Hard to turn at low speeds. It is not grabbing, just hard to turn. I inspected the steering actuator and I do not see any leaks. Also the steering fluid reservoir is pressurized even after the engine is shut down. Any ideas on how to fix this? Should I flush the system? Maybe something is in the system that is causing not release pressure? Thanks!
