Steering Hard to Turn at the stops

I have a 2004 Marada X2 Bowrider with a 4.3 Mercruiser with power steering. The steering seems to work great except when I get to far left or far right. If I go all the way to the stops it seems to be very difficult to turn it back towards center for about 1/4 of a turn and then goes back to normal. Is this a known issue? I have checked the fluid levels and looked around for a bit but nothing jumped out at me as a fix.

Could it be at the both extremes it is binding the linkage? Have some one watch as you turn it, or you watch closely at it while someone else turns it. Just an idea.
