1994 johnson 40 hp throttle locked in neutral

have had the boat a while, when I put it in the water started it, backed up, shifted to neutral then it would not shift to drive or reverse,i looked on this site and someone had a similar problem with a 1993 Johnson 60hp, but the post has been removed so I was wondering if some one could help,me, it is a omc 1994 concealed control box on a 1994 gruman boat with a Johnson 40hp. I just took the whole unit apart,thinking I might see something broke but so far it looks ok, one thing though,when I took the neutral safty swtch off it had I wire off the connection,but I don't know if this makes a diff or not

Disconnect the cables at the motor and see if the shifter works properly. If it does, the problem is in the linkage or lower unit on the engine.
