I have a '87 120 evinrude on a center console. When sitting still it steers very easy and when trailered you can move it lock to lock by grabbing the engine and turning it. However when applying power it is extremely hard to turn, especially if you are trying to go from full left back. Is this normal engine torque? It has rotary cable steering. Thanks

I do believe with some engines steering while under power is hard. With my 1985 120hp it has the cable through the tilt tube style and I don't have any problems steering. And how often do you grease your engine? That can have a huge impact on your effort required to steer. The length or your boat can also come into play.
