1966 Sears with Johnson Steering Issue

Good evening. I would normally do a "new member" post, but due to the fact that I am in the middle of a repair and now "stumped", I am posting here. Seems this website is the most knowledgeable of all I searched on Google.

I recently obtained a 1966 Sears 15' with what I believe to be a 1973 Johnson 65hp Powershift II. I haven't had time to really research it as I just towed it home yesterday. The hull is sound and the motor turns freely. So far that is a good start. However, the steering is frozen on it. So I am wondering if there is a way to free or remove this assembly or am I going to have to find a "workaround"? My wife and daughters are going to be on this boat so the closer to OE I can get, the better. Also, any info on this motor would be greatly helpful.

You need to remove the cable from the motor, (loosen nut that says caution).

Check to see if the motor turns easy by hand. Check the wheel and see if the cable slides easy. This will tell you where the issue(s) are.
