Outboard wont turn

Hello I just bought this chrysler 105. from the charts I have looked at it is a 1972. I can not get it to turn left or right while the steering cable is hooked up or unhooked. Is there a lock of some sort on it or could it be a frozen king pin? I have the motor on a glasstron bass boat 1980 model that is a work in progress. Thanks for the help in advance.

most likely the swivel is frozen. you may get lucky and apply a bit of heat and work back and forth, however you may have to pull it apart.

I would disconnect each steering cable one at a time and turn the steering wheel. see if the cable will move. if the cable moves then everthing is okay from the steering wheel back to the motor. there usually is a grease fitting below the motor for the steering function. might be dried out and needs a shot of grease.
