175 Mercury Black Max

I have a 1986 skeeter starfire with a 175 mercury black max on it. The boat had been setting a few years in the garage so we cleaned the slug out of the gas tank, rebuilt the carbs, and put all new fuel line. Now the boat will fire up and idle decent, but will not take the gas. If it's in the water with the prop turning it doesn't have enough power to push the boat off. If you give it gas without the prop turning it will rev up but misses terribly. Any ideas what's going on? We are thinking it's the power pack but just want to make sure before we invest in one.

Compression test it so you're not investing any time or money into an anchor.
Then get a spark tester and test for spark on all leads.
