I had an IPhone and used Skipper with good results.
They don't make it for Android, or so I see..

Before I go through a dozen or so of these..
Anyone using an app for Android they would suggest?

After looking at several..
Marine Navigator Lite is the closest I could find.

Downloaded and I'll give it a go.

Free for lite
Downloadable charts for 'off-line' use.
That's close to Skipper!

MX Mariner. Lets you down load NOAA chart regions and have them for offline use. Also, you can download the ActiveCaptain database and have it laid over the charts. The app is $6.99. Charts are free.

Navionics:
I downloaded the 'free' version and don't see how to upload NOAA Maps on it..
Nice program and see it has US & Canada for $14
Also looks like it will do Inland Lakes as well.
Very nice!
MNL doesn't seem to have the feature for Inland..

I'm about to try the MX Mariner next and see what that has to offer.
