Most Choke Heaters are grounded through the Carburetor to the engine.
It is hard to image that the carburetor is not electrically connected to the engine block.
Try it without the dedicated ground, if it does not work, add the ground connection to the choke.

carb is metal and its bolted to the metal block that's bolted to the battery dc negative cable so the carb is ground. So one wire to choke coil 12v+ and the body of the carb acts as ground. If that doesn't work then add another wire to the choke to a know ground point.
