24 volt trolling motor on bass boat need feedback on readings

javelin bass boat. 2 batteries in the rear for trolling motor. Each has a pos and neg cable running to the front trolling motor plug. 12/24v switch up there connects neg 2 to pos 1. Back of TM outlet plug shows 24 volts on the other two wires. Good so far. But when I test the front of the plug (4 female pins) I am getting two 12 volt readings. Figuring the plug is bad, but this just seems weird to this newbie LOL any feedback is helpful. I'm definitely only getting half the power this TM should have. Looks like bass pro time for me unless some unless someone has a better idea. I'd still like to know what has happened. Neg 1 and Pos 2 must be shorting in the plug, right?

EDIT Took the receptacle out and it's all janky inside. Rusted metal just pouring out the terminals eek
