Bizarre Horn Problem

I'll make this as short and sweet as possible.

My existing horn was broken so I purchased a new one. I hooked up the new one to the wires and nothing after pushing the horn switch. With a multimeter hooked up to the horn wires it goes from 0.00 volts to approximately 13.25 volts while depressing the horn switch so I know I am getting power, enough of it and that the switch works.

I took the new horn back out and with it wired directly to another spare battery i have, the horn works perfectly.

Any thoughts what is going on? I hope I have given enough information needed. is it a switch issue?

Sounds like you have a problem with no or bad ground to the horn.

If you have a bad ground you will see 13v on both wires, including the ground.

Hook the old horn directly to the battery and it might work also.
Finding the real problem before you go replacing parts will save you money in the long run.
