the jack plate does not want to go up or down. As I moved the up/down switch, the jackplate did moved up very little then down a small amount..and then didn't move at all. After getting home, I tried it again, the jack plate moved up a little then down and nothing after that. Eventually, the jackplate no longer moves either way. I can hear a "click" sound as I toggle the switch up but no "click" sound when pushing down. The boat was bought brand new already with all the stuff installed. I see two reset breakers installed. How can I check for the relays with using a "test light" ? How do you check for continuity? I understand the concept but there are so many cables going into the relays, when should the pen light turn on? The two pictures attached show the two breakers and two 40 amps. Anyone can show me how to fix my jackplate?
