found a label that says "24 volt 70 lb thrust RT/AP". I'm confused about the 12 vdc 50 amp relay on the control board. I'm not getting power to the motor. With a 12 vdc relay, can it really be sending 24 volts to the motor?

Just because the motor itself requires 24 volts does not mean a control relay does. The winding in the relay is separate from the contacts that carry the motor current.

Unless you are supplying 24 volts via two 12 volt batteries in series, NO your trolling motor is not changing 12 volts to 24 volts. First thing to test is the voltage at the connection (plug/receptacle) to the trolling motor. No voltage there, your problem isn't the trolling motor but the wiring leading up to the trolling motor. Test there and get back to us with what you find. JMHO
