1998 Johnson motor dragging

Motor dragging just enough to notice when starting.
I am doing a load test today on the battery.
I have a voltage drop when cranking down to 9.5 Volts
Voltage is 13 volts at rest at the battery and at the solenoid.
Battery is 9 months old (could be older but that is when I bought it)

Solenoid?
Starter?

I am going to clean and polish connections but they look clean

It was my starter. during trouble shooting, it locked up and started smoking. Better in the garage than on the lake.
