I had his problem and wanted to post for anyone else this has this... While cruising on the lake in our 2001 FourWinns 1700LS 3.0 IB we would see our ignition 15amp fuse was blown. Put one in hot and it blows again instantly. Let the engine cool several hours and the new fuse works and it starts and blows again when warm. Horn and lights work and no starter operation. I chased down and found main harness was seeing deterioration with contact at back of head. and alternator harness was having same issue along the intake manifold at the head. I insulated and supported both harnesses and starting is normal again. BTW... I retired last year as a Toyota Master Diagnostic Technician that had owned his own shop the last 28 years.

Welcome to I-boats,
Just goes to show, there is nothing better than tracking down a problem and repairing what you find. You could have spent $$ replacing parts that were just fine.
