FIPS issue

Hi Guys,
I bought a new vhf with dsc, and am in the process of setting up some features. The manual says that I can enter 6 digit FIPS codes, so that I can receive alerts that are that area specific. The radio wants 6 digits, however the best I can do is 5 :-/
Ex... NY is 36 and Suffolk County is 103, so the best I can do is 36103.... 5 digits...

Ah, the old add a zero prefix.....
