1996 90 hp johnson outboard motor ..sometimes it will turn over and sometimes it wont

i have a 1996 johnson outboard motor ... when i turn the key i get a couple beep noises from the dash and a click from the motor but nothing after that .. but sometimes it will work .. i had someone look at it and he said starter was going out and i that i could turn something to make it work .. but no luck with that .. any thoughts ?? thanks again

Battery OK? Battery cables shiny clean and tight (on both ends)?? Just because you charge a battery doesn't mean it is good. It must be capable of "holding" a charge. I'm betting you have corroded battery cable connections (again -- clean and tighten both ends). "Looking" at them is not checking them.
