What system? When you push the button (e g down), do you have 12.xx v at the motor lead side of the solenoid? Are you measuring from the tilt/trim ground, or the engine block?
IF it's a Merc I/O, pressing up/out, you should have 12.xx v across the black to blue motor leads. In/down will give 12.xx v on the black to green motor leads. If you do have 12 v at the motor leads and no action, the motor is faulty, possibly worn brushes.

Hey Doug, if you have power to the electrical motor but it doesnt function, suggest removing it and disassemble to check for corrosion binding it. These can be very expensive to replace. Happens to mine every couple years. Might just be bound up. Clean and lube might get years more use.
