I have a 1988 Tracker Magna. I tow tubes and knee boards from the tie down eyes on the transom, but I need to get the rope higher and out of the water. Can I mount some eyes on top of the gunwales at the back of the boat and tow with those.

Depends on if you have structural support in this location or not. If you have plywood of at least 3/4" thick sandwiched in fiberglass then yes you can install the towing eye and in this case, I would add another 6" * 6" * 3/4 plywood backing plate to the installation. If your gunnels are fiberglass only or look thin to you, I would not do it.

Post pictures of the place you want to use from the top and under it so we can see what you see

Its a tracker, so its aluminum.

I would suggest looking at something like a ski pole for outboard equipped boats
