steering next step

The vintage Nautalloy/Aquabird steering wheel was locked. With some persuasion, I got it to turn...barely. Got the wheel off the shaft. Got the shaft out of the part that holds the shaft/wheel assembly to the dashboard, please feel free to advise what the part is correctly called. Put it partly back together for the photo.

The thin white plastic spacers are a little brittle and the top one is beginning to break apart. Anyone have any idea if they can be replaced with an off-the-shelf part or an improvised part?

I guess I need to polish the shaft :facepalm: to get it to rotate better, or should this old assembly just get some grease and be put back together?

Any idea if the dark plastic washer/spacer-looking rings against the drum are just spacers or whether they are meant to reduce friction?

I used WD40 and PB Blaster getting this assembly apart. Not sure if it will further degrade the plastic parts...

Thanks for any input. More questions to come as this project slowly progresses.
