Mildew Seats

What's the best and easiest way to remove mildew from vinyl seats? I bought some Overton's Deluxe Lounger seats a couple years back and my boat cover tore so they were left out in the weather. They turned black really fast. I've scrubbed them with vinegar, some bleach/water and still can't get them close to looking ok.

Save yourself some money.
I bought Walmart Great Value Mold & Mildew Remover for my seats. Worked perfectly and cost like $2.00 and change. It contains Sodium Hypochlorite which is exactly the same Active Ingredient as the expensive boat sprays.
