Bottom Foam Question

Sorry guys I guess you all have heard this 1000 times but I do not want to make a mistake ( an expensive one ), so, I ask for help.

I'm in the process to buy a new ( to myself) boat. looking to something that needs a bit of TLC. So, I went to see a Robalo Center console 21/22 ft and notice the following: On the deck(close to the bow area) there is a 8/10 inches round hatch ( I guess that's how it's called) it was open , the lid was next to it, and inside i could see was foam and had a bunch of water ( the guy said from the rain ) I touched the foam and it was "solid" even made some cracking noises. What is your opinion? should that be a bad signal? If the foam was " soaked" should it be hard to the touch and make cracking noises?. Please help.
