a couple dumb questions from a greenhorn

Does a black area on a bulkhead indicate rot?

When installing a bulkhead - how much clearance from the hull and from the stringers is required?
- do I need to allow extra clearance to allow for the resin applied to the edges, or does the resin dry thin, like paint?
- should I bed with PL to the hull and to the stringers?

Thanks Woodonglass, lots of great info in your threads! I think I'm getting things figured out, just struggling through the learning curve.
