outside skin has serious bubbles or soft spots also stains and divots(sinkholes) around the thru transom bolts not really Leaking but who knows how to restore or repair the outside skin ,without rebuilding a whole transom area thanks for any advice:)

The good news is it can be fixed fairly inexpensively! The bad news is the transom needs to be replaced.

The bolts are sinking in because the wood is rotten, the bubbles and blisters are probably from a water soaked transom soaking into the glass (like what happens to sail boat hulls).

Spend some time reading the many, many, many transom repair projects here and on shareaproject.com. That will give you a good idea what you will be getting into if you choose to make the repairs.
