I think I'm calling this by the right name.I;m talking about a fitting that goes through the transom and in my case the livewell intake.It is leaking at the seal that looks like an o ring.Do I need a special tool to remove it and is this an o ring or some other kind of gasket?

joe, thoses are standard thru hull fittings. the manuf. is Forestar. should have a nut on the inside of the hull, take it off, carefully diver the old fitting out, insert the new old, seal around the edge, and apply the nut on the inside. reconnect plumbing.
