Inner shell coat

i have an 83 bayliner that needs some transom work. As I was poking around and peeling the inner coat off I noticed it is only 1/16th thick. Does this normal or part of the bayliner cheapness?

Is this inner coat glass, gelcoat or epoxy?

Greyish in color is most likely a spray epoxy paint of some sort.

The floor appears to have the same 1/16th finish and appears solid. My plan with this is to rip up the rugs and put in a textured glass floor.

Can I glass over this surface?

Well if its solid, its really your call, I know whenever I piece in a floor, wherever im going to be glassing into the old floor or haul I grind it down to just glass. You only want to do it once, and that stuff always seems to delaminate in sections and crack.
