I normally use either a Grinder with flapwheel, cut off wheel,sanding disk, SawSaz, or a Circular Saw set at least desk height.

Remember to drill on inside of transom, mark drill bit with tape about 1 to 1.25 inch. A normal transom is about 2.0 inches thick, "normally" mine was 1.75 inches inside to outside. Drill down around drain plug, and as close to mounting holes. If all is golden fill with 3M 5200, if dark and yucky
