Removing interior paint

I have a 1996 southern skimmer hull I am restoring. I want to remove the interior paint. It's textured. I tried to remove it with a palm sander but it didn't do the trick. It's alrwady flaking on the floor. What's the best way to remove this stuff. I attached a few photos as well.

Try a flap disc on an angle grinder.

paint stripper and a wire brush (hand, not powered).

wear chemical duty rubber gloves and a set of goggles (not just safety glasses)
