My boat is similar if you wanna look at some pics of the restoration, its always best to put back. the same as you took out. with new material of course..
best bet on the transom boards is 2 layers of 3/4 inch outdoor plywood. this will get you to the correct thickness...

Grind into one of the white spots and report what you find. There can be a few different causes, water, sweat, solvent used to clean the tools, impact, blisters, ect, it's just very hard to tell from looking at a pic.
