Force 90 Control box, won't go into gear

1995 Force 90, engine starts in neutral fine. When gear shift is advanced forward engine revs, same in reverse, no gear box engagement. No movement at engine end of control cable. Noticed the "thottle only" button in the axis of the shift lever does not pop out normally it stays recessed. Removed button, there is no spring behind button and shaft. Is it possible controls box is stuck in "thottle only" mode? If so, what's the fix? Can't find an online diagram of control box. Ideas?

THere should be a spring, not directly behind the button, but behind the shaft the button connects to.
