I have a 1987 force 85hp engine that is very stubborn to start and spits a lot now this weekend it did the same thing but while cranking it started cranking slower and slower until it stopped. Battery is brand new connections are good but the starter tested at 12.8 volts at the input of the starter but only 2 volts coming out or when trying to crank.
Two questions one is what makes it sputter and not want to start and two what would cause the starter to do what it is doing as we took it apart but saw no apparent issues with the starter as it is brand new this year.
Do a compression/spark test.Post the results.
Check all connections.
Jump the solenoid and see if that helps.
The new starter could be defective.It's easy to take apart and check.
Spitting and sputterin: bad reeds or a bad fuel pump diaphram.
Check these and post the results.
