You need water resistance to keep the motor under control. Not a good idea to run the motor in gear where your body parts could come into contact w/the propeller, also kids, pets, hose, wife, etc. You need to get a manual or search this forum for "starting procedure". Most shifters pull out, away from the gunwhale to disengage the gears, then forward for fast idle. Some have buttons to push.
I have the same model...To find out if you are in neutral: push throttle forward if you need to squeeze the trigger to push forward you are not in neutral. Another way to check is to see if the motor cranks with the throttle forward. if it does crank you are in neutral.
now if your prop doesn't spin and you are in gear and trying to move you have issues with your lower unit (a layman's definition of the lower unit is the transmission of your boat).
