Mercruiser Steering problems

Another Steering Problem to perplex the mind...lol
The Boat...It's a 1988 Slickcraft / Tiara 268 sc. Powered By a 7.4 Liter big Block..385 hp..The Out Drive is a Bravo 3 with Counter rotating Props.
Steering is Power assist by Merc...
Here's the Problem..Release the wheel at cruise speed and the boat pull's to Starboard ( Quickly )I was suspect of the tiller arm being worn...
While in the stands for Winter...I tied the drive off Left and Right..No Movement...Raised the Engine compartment and watched the free play take place in the Cable adapter that bolts on to the steering slave..
Does anybody know if this said adapter should have movement in it ?
I noticed a collection of what looked like grease or Never seize around the rubber Dust boot . Thanks....
