installing and uninstalling a boat seat pedestal

how do you take the top base plate off the pedestal on a boat seat ? my husband is really having a hard time, the drivers side was easy but the passingers side is really giving him problems, the base plate seems to be grown together and will not come apart, (needs to change out the pedestal pipe to replace with a taller one), PLEASE anyone help,,, before it trashes it all,,,,,,,

I don't think the swivel is supposed to come apart. Just unbolt the seat and the swivel unit from the pedestal. Unless the swivel is built with the pedestal. He might have to remove it from the floor.

Some have set screws under the plate and some are just corroded. If it's the same as the other side, it's probably just stubborn.
