    Default Decal Shadows

Why is it that when I remove decals like a transom name or registration numbers, it always leaves a raised shadow in the fiberglass? Is it because UV rays deteroirate gelcoat and the area behind the decals do not? It is very noticable, and very raised to the touch. Could I block wet sand the area to level it out, or would that be too extreme?
