I have a trailer with a few rust scabs - 95% of the paint is still good. Is there a good option other than sandblasting to completely remove the rust - has anyone tried naval jelly?

A wire brush on a drill works pretty good.

Needle scaler. Harbor freight has a cheap one for $20. I'm not really a fan of cheap tools but when you just need it for one job.
